劉世堯牧師是馬來西亞基督教衛理公會砂拉越華人年議會長牧和宣教部主席，同時擔任詩巫衛理神學院學生主任。他畢業於英國曼徹斯特大學，獲得哲學博士學位。劉牧師在少年時期便在馬來西亞詩巫的衛理公會錫安堂信主和獻身全職事奉。在詩巫衛理神學院畢業之後，他曾被委任在砂拉越內陸深山野林中傳道兩年，接著在詩巫聖道堂和古晉三一堂牧養五年半，然後前往美國 Asbury Theological Seminary 受神學裝備兩年，回來詩巫衛理神學院參與神學教育至今。他與妻子陳孟妙師母育有三位兒女（劉裔慈、裔翔、裔安）。

Rev. Dr. Thomas Lau Sie Ngiu is the ordained Elder of the Sarawak Chinese Annual Conference of the Methodist Church in Malaysia and the Chair of the Missions Board of SCAC. He also serves as the Dean of Students of the Methodist Theological School in Sibu. He graduated from the University of Manchester in the United Kingdom (PhD). Rev. Lau came to faith and dedicated himself to full-time ministry during his teenage years at Zion Methodist Church in Sibu, Malaysia. 
After graduating from the Methodist Theological School in Sibu, he was appointed to serve as a preacher for two years in the remote interior regions of Sarawak. He then pastored at Logos Methodist Church in Sibu and Trinity Methodist Church in Kuching for five and a half years, before pursuing two years of theological training at Asbury Theological Seminary in the United States. Upon returning, he joined the faculty of the Methodist Theological School in Sibu and continues to be involved in theological education to this day. He is married with three children.
